Africa Green Industrialisation Initiative (AGII)
AGII is an ambitious multi-stakeholder initiative that seeks to advance green industrialization and investments across the continent by "prioritising energy-intense industries to trigger a virtuous cycle of renewable energy deployment and economic activity, with a special emphasis on adding value to Africa's natural resource endowments", as stated in the Nairobi Declaration.
It presents a timely opportunity to leverage untapped potential of the continent to drive sustainable development.
Africa’s Green Industrial Vision
The Africa Green Industrialisation Initiative (AGII) is a strategic and collaborative framework that seeks to drive a pan-African transformation by supporting green industrialization across the continent. AGII goes beyond individual projects to address economic development through climate-positive growth.
It emphasizes Africa’s unique potential, as outlined in the 2023 African Leaders Nairobi Declaration, to serve both the continent and global communities by decarbonizing industries. With a strong foundation in regional integration and resource quality, AGII aims to harness Africa’s competitive advantages, including vast renewable energy resources and critical minerals essential for the global energy transition.
The initiative underlines that African green industrialization is crucial and timely due to several enabling factors:

Africa’s high-quality mineral deposits and renewable energy resources.

Growing global emphasis on diversified supply chains.

Climate leadership
African leaders’ influence in international climate and economic forums.

Frameworks like the AfCFTA and regional power pools that bolster economic cooperation and market access.

New demand from global industries such as cloud computing creates opportunities for sustainable power investments.
Leadership and Governance
The governance structure comprises a three-tiered system that balances inclusivity with effective decision-making:
Steering Committee (SteerCo):
Comprised of African Heads of State, this committee provides strategic direction and oversees AGII’s major decisions. It meets annually to review progress and set priorities.
Technical Committee of Sherpas:
Represented by ministers and senior officials, the Sherpas act as AGII’s decision-making body. They review industrial cluster progress, discuss regulatory issues, and endorse initiatives for SteerCo approval.
Industrial Cluster-Specific Leadership:
Each cluster operates independently, with a tailored governance model that evolves over time. The Secretariat supports clusters during their incubation phase and facilitates knowledge sharing across clusters through learning circles.
Sub-committees:
on innovation, cluster portfolio management, and policy coordination enhance focused oversight and ensure alignment with regional and global policy developments.
Secretariat:
AGII Secretariat, led by a Secretary General and supporting staff, will oversee daily operations and coordinate with national and regional stakeholders. Key responsibilities include:
- Supporting opportunity identification, cluster incubation, and policy alignment.
- Leading knowledge-sharing activities to ensure each cluster benefits from collective learning.
- Engaging in policy advocacy to support Africa’s positioning in global climate and economic discussions.
The Secretariat will work with an analytical backbone to provide data insights that guide cluster selection and support. Cluster teams will manage individual cluster activities, engaging closely with local governments, industries, and communities.
Technical Advisory Board:
Provides specialized technical expertise to the Pan African Secretariat and Industrial Clusters unit. The board supports with resource mobilisation and advancing partnerships, validating outputs and facilitating innovation and align AGII’s efforts with regional and global best practices, ensuring a collaborative ecosystem that strengthens Africa’s unified approach to green industrialization, avoiding duplication and fostering synergies across efforts. The Advisory Board serve as a bridge between policymakers, industry leaders, and research institutions to drive practical, data-driven solutions that enhance Africa’s competitiveness in the green economy.
